ISO-IR-197
ISO-IR-197 (proposed as ISO 8859-14 and later, ISO 8859-15) was proposed for the Sami languages in 1996, but that was eventually rejected, but still exists as ISO-IR 197. It is a slight modification of ISO 8859-1.[1][2][3]

Windows extension
Characters at 80-9F are added, with Mac OS Sámi characters in these places. Intended to be analogous to the Windows version of Latin-1 (i.e. Windows-1252),[4] which the extension's layout follows where applicable.
