Bali United are the defending champions. Persik, Persita, and Persiraja join as the promoted teams from the 2019 Liga 2.[4] They replace Badak Lampung, Kalteng Putra, and Semen Padang who were relegated to the 2020 Liga 2.[5]

It is currently halted, following a decision on 27 March 2020 by the Indonesian Ministry of Youth and Sports Affairs and PSSI to suspend the league due to the COVID-19 pandemic.[6][7] The initial suspension was until the end of March, which was extended to 29 May and then indefinitely. The season will resume on 1 October 2020 and scheduled to end on 28 February 2021.[8]

Effects of the COVID-19 pandemic

The season was suspended on 15 March 2020 after finishing the matchday three due to the COVID-19 pandemic. The initial suspension was until the end of March, which was then extended to 29 May.[9] On 27 June 2020, PSSI issued a decree to continue Liga 1 starting October 2020.[10]

On 10 July 2020, PT Liga Indonesia Baru followed up on the PSSI Decree by making several announcements. The season will be continued from the matchday four on 1 October 2020 and scheduled to end on 28 February 2021, with a note that the schedule will follow the situation of the development of the COVID-19 pandemic. All matches will be held and played behind closed doors. No format changes as the league is still held in the double round-robin format. All matches will be centered on the island of Java. Teams from outside Java will be based in Yogyakarta.[8][11]

On 17 July 2020, after a meeting of all teams, five substitutions were permitted, which has been temporarily allowed by IFAB following a proposal by FIFA to lessen the impact of fixture congestion. In addition, no teams will be relegated and all teams must have a minimum of two U-20 local players. Each team must conduct a PCR test before the competition and a rapid test every 14 days during the competition while PT LIB will do a rapid test the day before matchday.[12]

Players who play in the matchday 4 to 17 are registered players at the start of the season, meaning that transfer of new players can be done when the first round ends. The mid-season transfer window will be opened between 8–23 December 2020 and applies only to players who are not registered to the club in the first round. Each team must include two U-20 local players in the line-up list, whether to play it or not, it is up to the team.[13]

Teams

Eighteen teams is competing in the league – the top fifteen teams from the previous season and the three teams promoted from the Liga 2. The new teams this season are Persik, Persita, and Persiraja, who replaced Badak Lampung, Kalteng Putra, and Semen Padang.
