The district encompasses northern Los Angeles County and parts of the High Desert. It includes most of the Antelope, Victor, and Santa Clarita Valleys.

On July 7, 2019, College of the Canyons professor Warren Heaton announced his candidacy for State Senate representing District 21 in the 2020 election.[3]
On July 9, 2019, attorney Kipp Mueller announced his candidacy for the seat.[4]
On October 1, 2019, retired administrative law judge Dana LaMon announced his candidacy for the seat.[5]
