Halfling (Tiberium Rising Supplement)

Summary

While the other races have their unique talents (dwarves and the forge, elves and magic, humans and empire, orcs and war), halflings are not so lucky. They've never had a god to claim as their own, or to show them a gift that no other group could master. They tend to be reserved, and rarely make personal connections beyond close family and those they grow up with. In the early years of history, halflings often lived in a subservient position to the larger races, working as servants in order to secure their safety.

However, after the Schism, inherent trust issues between humans, elves and dwarves made intermediates a necessity in almost all major interracial dealings. Fortunately, halflings are better equipped than most for this task. Their slight stature allows taller races to feel superior, while dwarves appreciate diplomats who do not literally look down upon them. With the preceding centuries of servile behavior, few are ever threatened by halflings, or suspect them of having agendas all their own. Over the centuries, halflings have built a solid reputation with the other Vasudan races, and are welcome almost everywhere.

This being said, halflings do have a distinct culture, and work towards a united goal. The few who understand this suspect halflings are angling for world domination, and the establishment of a new world order. However, reality isn't nearly so ominous: halflings are as concerned about the lack of history prior to KTR as the elves, though they believe all sentient species on Vasuda hold a key to the puzzle. Together, they labor to put together the scattered early histories of the sentient races, and find the true cause.

Relations

Throughout history, halfling culture has been organized on pleasing other races, whether as servants, traders or diplomats. Centuries of practice have kept halflings on amicable terms with all sentient races, even the orcs. No one has ever seriously considered waging war with them; such ideas are shunned as either silly or suicidal.

This isn't to say the halflings don't have personal feelings about other races, masked though they may be. In general, humans aren't trusted, due to their will and ability to create slaving empires and fanatical religions. Elves are seen as stuffy, and unwilling to expand beyond their own limited spheres of expertise, while dwarves are considered to be an honorable and dedicated race, and seem to thrive in isolation (a trait the halflings seem to have lost in their constant dealings with peoples). Orcs are viewed with caution, not as a matter of their brutality, but with a suspicion there is more to their race than guttural speech and destructive warfare.

Tiberium

Halflings are among the best coordinators for controlling the growth of Tiberium, second only to the Church of Lord Cuthbert. However, they do not have the same fanatical drive to eliminate the crystal, and prefer to study it in small quantities. A few halflings suspect Tiberium may be related to the lack of history prior to 0 KTR, citing the near-collapse of civilization within the crystal's short time on Vasuda. In fact, the Scrin invasion lead many to believe the invaders cultivated sentient life as part of the development of the crystal.

Statistics

  • +2 Dexterity, –2 Strength, +1 Charisma.
  • Humanoid (Halfling).
  • Small: As a Small creature, a lightfoot halfling gains a +1 size bonus to Armor Class, a +1 size bonus on attack rolls, and a +4 size bonus on Hide checks, but she uses smaller weapons than humans use, and her lifting and carrying limits are three-quarters of those of a Medium character.
  • Lightfoot halfling base land speed is 20 feet.
  • +2 racial bonus on Climb, Jump, and Move Silently checks.
  • +1 racial bonus on all saving throws.
  • +2 morale bonus on saving throws against fear: This bonus stacks with the lightfoot halfling’s +1 bonus on saving throws in general.
  • +1 racial bonus on attack rolls with thrown weapons and slings.
  • +2 racial bonus on Listen checks.
  • Automatic Languages: Common and Halfling. Bonus Languages: Dwarven, Elven, Gnome, Goblin, and Orc.
  • Favored Class: Rogue. A multiclass lightfoot halfling’s rogue class does not count when determining whether she takes an experience point penalty for multiclassing.
  • Level Adjustment: +0.
