The guy with the 13-inch wang was referenced by Adam starting in about 1998. The first time he said it was when he announced to Liam,

"You know the guy with the 13-inch wang? It's his birthday today."

Adam then went on to explain that he had heard the fact on the radio. He then continued to state this for the next 3 years, at totally random times, and on different days.
