Rafi Abd Latif Tilfah
Rafi Abd Latif Tilfah (born 1954) (Arabic: رافع عبد اللطيف طلفاح التكريتي) is an Iraqi security official during the rule of Saddam Hussein. He was born in 1954 in Tikrit. Tilfah was the director of the Public Security. He is a relative of Adnan Khairallah.[1]

Career
He was the Jack of Hearts in the deck of most-wanted Iraqi playing cards issued by the US government during the war in Iraq. Hani is currently still at large [2][3]
In 2018, the Iraqi authorities published a list of 60 of most wanted people, among them Rafi. [4]
