The election was originally scheduled for 7 May 2020, alongside the 2020 West Yorkshire Police and Crime Commissioner election and other local elections across the UK, but was delayed for a year due to the COVID-19 pandemic.[2] It is now expected it will also take place on the same day as the inaugural election of the Mayor of West Yorkshire.
As per the election cycle, one third of the council's 99 seats are being contested. The second-placed candidate elected for each electoral ward in the 2018 all-out council election was granted an initial two-year term and their seats will be contested in this election. Following the postponement of the election, the incumbent councillors' terms have been extended for an additional year. All councillors subsequently elected in 2021 will serve a one-off three-year term, instead of the usual four-year term, to retain their original term end date of 2024.
In July 2020, Rothwell ward councillor, Carmel Hall, died in office. No by-election will be required. In accordance with UK government regulations in response to COVID-19, all local government by-elections have been postponed to take place on 6 May 2021, the same date as the next council election when Hall's council term was due to expire and her seat to be contested.[3][4]
