State Administration of Foreign Experts Affairs

State Administration of Foreign Experts Affairs (SAFEA; Chinese: 国家外国专家局; pinyin: Guójiā Wàiguó Zhuānjiā Jú) is an administrative agency of the Ministry of Science and Technology responsible for certifying foreign experts to provide expertise in mainland China.[1] Established in 1956 and previously under the Ministry of Human Resources and Social Security, SAFEA manages the recruitment and hiring of foreign experts under the Thousand Talents Plan (TTP).[2][3] Foreign experts can include people from around the world in the fields of economy, technology, management, education, engineering, science, culture, and healthcare. The foreign experts usually work in foreign invested joint-ventures, private industry, state-owned enterprises and public construction projects.[4]

The agency is also responsible for organizing overseas training for Chinese technical and managerial professionals working in government departments, state-owned enterprises and government related entities.[1] The China International Talent Exchange Foundation (CITEF) operates under the management and guidance of SAFEA.[5][6] SAFEA also manages the China Association for International Exchange of Personnel (CAIEP).[7]

A 2019 report by the United States Senate Homeland Security Permanent Subcommittee on Investigations stated that SAFEA's contracts with foreign experts "include provisions that violate U.S. standards of research integrity, place TTP members in compromising legal and ethical positions, and undermine fundamental U.S. scientific norms of transparency, reciprocity, and integrity."[8]

It is headquartered in Zhongguancun, Haidian District, Beijing.[9] The current General Director is Zhang Jianguo.
