V. S. Sivakumar
V. S. Sivakumar (born 30 May 1960 in Amaravila, Thiruvananthapuram, Kerala) is an Indian politician and the former Minister for Health, Family Welfare and Devaswom, Government of Kerala.[1] He represented the Thiruvananthapuram constituency in Kerala winning against V. Surendran Pillai of KC(T) party in 2011 State Election. Siva Kumar is being elected to the state assembly for the first time. He was a member of Parliament in the 13th Lok Sabha representing Thiruvananthapuram Parliamentary Constituency. He was re-elected in 2016 state assemble election from same constituency.

Early life
V.S Siva Kumar was born to Shri K.V. Sadasivan Nair and Smt.B. Subhadra Amma at Amaravila near Neyyattinkara on 30 May 1960. He has completed BSc from Velu Thampi Memorial Nair Service Society College, Dhanuvachapuram, Thiruvananthapuram and LLB from Kerala Law Academy Law College, Thiruvananthapuram.[2] He married Smt. Sindhu Salooja C.R, have two daughters and lives near Sasthamangalam, Thiruvananthapuram.
Political life
V.S Siva Kumar started his political career through the Kerala Students Union (KSU) in 1978 and rose through the Youth Congress.[3] He was elected the Chairman, Students' Union, V.T.M.N.S.S. College, Dhanuvachapuram, Trivandrum in 1979–80. He served as Indian National Congress DCC President, AICC Member, KPCC Member and general secretary. He was the elected Member of Parliament in the 13th Lok Sabha representing Thiruvananthapuram Parliamentary Constituency.

V S Siva Kumar was elected as the Member of Parliament to the 13th Lok Sabha for the first time in 1999 by defeating Shri. Kaniyapuram Ramachandran of CPI with a margin of 14,385 votes from Thiruvananthapuram (Lok Sabha constituency). He represented the constituency till 2004 in the Lok Sabha. But in the 14th Lok Sabha elections in 2004 and by-election in 2005, he tasted defeat against Shri. P.K Vasudevan and Shri Panniyan Ravindran of CPI, respectively, from the Thiruvananthapuram Constituency.[4]
Siva Kumar was fielded in for the first time into State Assembly election(Election 2011) from Thiruvananthapuram constituency. He emerged victorious against the former Minister V. Surendran Pillai of KC(T) party by a margin of 5352 votes.
He was booked on 27 February 2020 on the charge of having amassed wealth illegally and squirrelled it away in the name of his close associates between 2011–16.[5]
Mr. Sivakumar is now the third Minister in the Oommen Chandy government to face an anti-corruption enquiry under the current disposition.
The VACB had earlier charge-sheeted former Excise Minister K. Babu in an amassment of wealth case.
The agency had last Saturday questioned former PWD Minister and IUML legislator V. K. Ibrahim Kunju on the charge of financially favouring the firm responsible for the shoddy construction of the now decommissioned flyover at Palarivattom in Kochi.
Parallelly, the Crime Branch is investigating a galaxy of top Congress leaders, including former Ministers, MPs and MLAs, on the charge of rape based on a complaint filed by the woman suspect in the Solar Investment Fraud case that rocked the Chandy government in 2013.[6]
Meanwhile, officials said the Enforcement Directorate has sought "third party information" from the VACB on whether there was a money laundering angle to the ongoing anti-corruption probe against the former United Democratic Front (UDF) Ministers.
In a court filing here on Monday, the VACB said a preliminary enquiry against Mr. Sivakumar in 2016 had yielded no evidence of illegal amassment of wealth initially.
However, a subsequent re-verification found that three persons close to Mr. Sivakumar had invested hugely in pricey real estate and acquired stakes in at least one private multi-speciality hospital.
A VACB investigator said the agency was pursuing the money trail in the case. It had based its case against Mr. Sivakumar on the statements of over 100 persons and nearly 105 incriminating documents.
The charges against Mr. Sivakumar and his "benamies" include conspiracy to accumulate wealth by abusing his constitutional office, corruption and shared intention under the relevant provisions of the Indian Penal Code and the Prevention of Corruption Act, 2018.[7]
Minister
V.S Siva Kumar was sworn in as a minister in Kerala for the first time in 2011. He sworn is as the Minister for Transport and Devaswom on 18 May 2011 in the Oommen Chandy Ministry 2011-2016. Later in the first cabinet reshuffle, he was made the Minister for Health, Family Welfare and Devaswom. His portfolio includes Health, Family Welfare, Medical Education, Medical University, Indigenous Medicines, Drug Control, Homoeopathy, Naturopathy and Devaswoms.
