National final

A submission period for interested artists and composers was opened. Songs could be performed in any language, although at least part of each song had to be in English. At the closing of the deadline, 59 applications were received by the broadcaster. From this, 16 entries were selected to proceed to the televised national final. However, one of the selected finalist songs, "Kali chakra, a i luz" performed by Jur'ya, withdrew before the final. The song was not replaced.

Final

The televised final took place on 31 January 2004 at the BTRC TV Studios in Minsk, hosted by Larisa Gribaleva and Ales Kruglyakov. Although the songs have Russian titles, the majority of them were performed in English. Public televoting and Internet voting exclusively selected the song "Moy Galiley" performed by Aleksandra & Konstantin as the winner.
