Administrative division of Ukraine (1918)
Administrative divisions of Ukraine in 1918 was inherited from the Russian Empire and was based on the system of gubernias (provinces) divided into powiats (counties) and volosts (districts). New administrative reform was adopted by the Central Council of Ukraine on March 6, 1918 which saw restructuring the subdivision of Ukraine based on a new system of regions (zemlia, plural zemli) and abolishing system of gubernias and powiats. Implementation of the new system was never fully realized and after the Skoropadsky's coup-d'etat on April 29, 1918 was abandoned.

gollark: Quality on that is apparently variable however.

gollark: I was going to say "I think it's more that people are stupid than that society is doing it" but really I have no idea. I guess you could look at history.
gollark: Alternatively, we somehow train everyone in dealing with cognitive biases, if that's actually possible?
gollark: This is very* practical.
