At an extraordinary KNVB federation meeting on 2 October 2017, representatives of the amateur and professional football reached an agreement about the route to be taken to renew the football pyramid. Part of this agreement was that no promotion or relegation took place between the Eerste and Tweede Divisie for the 2017–18 season at first.[1]
At another extraordinary KNVB meeting on 7 June 2018, an agreement was reached about the number of reserves teams allowed in each division as of the 2019–20 season and the extension of the non-promotion or relegation clause to initially two more seasons.[2] For the Tweede Divisie it has been two teams.
The KNVB met again on 16 December 2019 and decided to further extend the clause to last until 2022–23 and to relegate reserve teams from the Tweede Divisie along with the other second teams in the new under-21 competition.[3]
Effects of the 2020 coronavirus pandemic
In the previous season, on 31 March 2020, the KNVB decided to cancel all competitions at amateur level. They also decided, for those competitions involved, there would be no final standings, and therefore no champions, no promotions and no relegations.[4]
As a result this season starts with the exact same teams as the previous season.
Promotion and relegation for reserves team
On 1 August 2020, the KNVB detailed on its website in what scenarios the reserves teams in the league would be promoted Eerste Divisie and in what scenario they would be relegated to the newly formed U21 league.[5]
Promotion to the Eerste Divisie
- No reserves team from the Tweede Divisie can be promoted to the Eerste Divisie if the highest classified reserves team in the Eerste Divisie finished in the top 10.
- If the lowest classified reserves team in the Eerste Divisie finished 11th through 18th and the highest classified reserves team in the Tweede Divisie finished 1st the two teams will play each other in a two-legged tie to decide which team will play in the Eerste Divisie the next season and which team will play in the Tweede Divisie.
- If the lowest classified reserves team in the Eerste Divisie finished 19th or 20th and the highest classified reserves team in the Tweede Divisie finished 1st or 2nd the lowest classified reserves team from the Eerste Divisie will be relegated to the Tweede Divisie while the highest classified reserves team in the Tweede Divisie will be promoted to the Eerste Divisie.
Relegation to the U21 League
- No reserves team from the Tweede Devisie will be relegated to the U21 League if the lowest classified reserves team in the Tweede Divisie finished in the top 9.
- If the lowest classified reserves team in the Tweede Divisie finished 10th through 16th it will play a two-legged tie against the U21 League's champions to decide which team will play in the Tweede Divisie next season and which team will play in the U21 League.
- If the lowest classified reserves team in the Tweede Divisie finished 17th or 18th they will be relegated to the U21 League and the U21 League's champions will be promoted to the Tweede Divisie.
