Notepad or Excel altering accented character

I use Excel to construct a plain text file, I copy a bunch of concatenates into notepad, and the Encoding is set to UTF-8, a record on that file uses an accented e, é

Opening this plain text file in Notepad, it looks like a normal accented e, é

Opening this in WordPad, this character is now é

The person who tried to load the file in their system says it's coming out as Øé

This only started happening sometime in November, and it's a real problem in the respect that it's adding an additional character, which means every field after this is 1 character offset, which causes a failure at the next field that's expecting a single letter, but now has a number in there.

Where am I going wrong? What can I do to fix this?
