Windows Server Active Directory Black Screen and can't start Explorer.exe in Windows Server 2019

Currently i had issue on our server Active Directory using OS Windows Server 2019.

Issue :

Can't remote using RDP with error 'An internal error has occurred.'https://prnt.sc/JI04UJF5TQ6F
Could access server using remote application anydesk but after login windows, got black screen and can't start explorer.exe https://prnt.sc/z0XTkj7Vtw6G

Already import backup local policy using secpol.msc from PSexec powershell and has no result.

Anyone has same issue with me?

Tell us about changes predating this issue. Does a local login work? Something in the Event Viewer (could try to connect from another device)? Have you tried different users? Are there other servers in your environment with symptoms like this? Please extend your Question with this information. – Manu Jul 15 '22 at 12:36
