Why doesn't changing the PIN affect recorded data on magnetic card?
I was reading Breaking VISA PIN by L. Padilla. He stated that changing the PIN will change the stored data on the card. But, I tried on several cards and changing the the PIN does not affect the data stored on tracks 1 and 2.

Could data be recovered from cut magnetic stripe card?
I know all systems accepting magnetic stripe cards (card readers, access systems, etc) would reject a cut one. But could and expert still get the data that was on it?
For the record, I mean "cut in half", as often stated in bank instructions.
