Yagura before his death, Source [].

The third known Jinchuriki to ever completely control their Tailed Beast, Yagura had Isobu sealed within him at a very young age. A member of the Blood Mist Village, he ultimately became the Mizukage. Living the life of a bloody, despotic ruler, he had no mercy for those who betrayed the village. Eventually, he would be confronted by Obito and act as his puppet. Due to his complete domination of Isobu, he rarely, if ever, uses the Initial Release form, favoring to jump directly into Tailed Release.
