Alternate Build
Rather than taking Thri-kreen, you can be a Monk, and get Ki Focus weapons. That way you get the +10 move speed, for the three levels. So you can play this build all the way up from level 1.

Highlights
Spring attack always you to run in, at half your move speed, and attack, and then move away, so only the best ranged combatants stand a chance against you. Any strictly melee character simply cannot outrun you.
Munchkin-Size Me
Find everything that increases speed, and I mean EVERYTHING! Get Dervish 3, so that you have spring attack, and then take a level of Blade Dancer. At first level your land speed doubles.
Side Notes
Because of the strange classes taken, you actually have all good saves. I mean lowest is Will at +9?? COME ON!!
- That is simply crazy for a Roguish type!
Limitations
Fighting anything flying would be impossible using this reliance on Spring Attack.
DM Counters
Have armies of Archers, or Thri-Kreen hunting Rangers.
Trip. Grapple. Stun. Daze. Etc. Also Fog and Cloud spells.
