Chakra. Hiruzen has 30 chakra points which he can expend. All chakra points are regained at the end of a long rest.

Endurance. When Hiruzen is targeted by an effect that allows him to make a Constitution saving throw to take half damage on a success, he takes no damage on a success and half damage on a failure.

ACTIONS

Multiattack. Hiruzen can make 2 unarmed strikes.

Unarmed Strike. Melee Weapon Attack: +7 to hit, reach 5 ft., one target. Hit: 8 (2d4 + 3) magical bludgeoning damage.

Fire Dragon Flame Bullet (22 Chakra). All creatures in a 150 ft. x 10 ft. line must attempt a DC 15 Dexterity saving throw. On a failure, they take 52 (10d6 + 3) fire damage and they take 11 (2d10) fire damage at the end of each of their turns for 1 minute. On a success, they take half as much damage and are not on fire. The may attempt a DC 15 Constitution saving throw at the end of each of their turns to end this effect early.

Reaper Death Seal (20 Chakra). Hiruzen and another creature become paralyzed and must make 1 death saving throw at the end of each of their turns, applying all the effects succeeding and failing death saving throws incur. Regardless of the outcome, Hiruzen dies and the target loses their ability to cast spells or jutsu.

REACTIONS

Earth Wall (4 Chakra). Ranged attack rolls against Hiruzen have disadvantage until the beginning of his next turn.

Acting as the Third Hokage of the Hidden Leaf Village, Hiruzen Sarutobi laid the groundwork for a great amount of shinobi, from being the Sannin's team leader in their youth, to being Minato Namikaze's, Naruto's father, teacher, to putting Danzo Shimura into office who would ultimately order the Uchiha Massacre, which in turn made Itachi and Sasuke Uchiha the people they became. After Minato's death at the hands of the Nine-Tails and a masked man, he was forced to take office once more. After his own death at Orochimaru's hands, Tsunade was named Hokage.
