Cold Seize (Shadow Power)

3e Summary::Chilling shadows grip the subject with pain, and slow their rate of movement. The power does 3d6 points of cold damage at the beginning of each of the subjects turns. Each round the subject takes damage from this effect it must make a Fortitude save or move at half its normal speed (round down to the next 5-foot increment), and take a -1 penalty to attacks, AC, and reflex saves.
