The Primary Protagonists
Kurt Irving (Number 7)
= Voiced by Yuuichi Nakamura in Japanese =
A 20-year-old ex-officer banished to the Nameless for charges of treason. He now uses his time among the Nameless to gain back his name and redeem himself. His preferred classes are Shocktrooper (his starting class) and Sniper.
- The Ace: Was a top Lanseal cadet who graduated shortly before the Imperial invasion of EC 1935.
- Colonel Badass
- Limit Break: Kurt is able to get two nearby allies to follow him and attack together while only using up his own pool of AP.
- Real Men Wear Pink: Has a talent for mixing herbs and spices in order to make eating rations more tolerable - sometimes at the entire Squad's expense.
- Redemption Quest
- Sweet Tooth: Whenever he's angry, he'd cool his head off with candies.
- Theme Naming: The number "7", a staple within the series, this time used as his number within the Nameless.
- Worthy Opponent: Dahau. Ever since their first encounter, Kurt considers defeating Calamity Raven not only a duty to protect his friends, but also to test Dahau's mettle in combat.

Imca (Ace Number 1)
= Voiced by Masumi Asano in Japansese. =
A 17-year-old Darcsen from an Imperial village very near the Gallian border, armed with a rocket BFS out for revenge against a Valkyria who destroyed her village. Her preferred class is Lancer (her starting class).

- BFS / BFG: Notable for being both in the same weapon.
- What mode she uses is dependent on her class: Rocket Mode (for Lancer and Mortarer), Gun Mode (with correct burst modes for Shocktrooper, Scout, Sniper, and Engineer), and Blade Mode (Fencer and Armored Techs).
- Book Dumb: Her self-study gave her an extensive knowledge of nature and combat, though she tends to oversimplify things.
- Limit Break: Imca can use her weapon to target multiple enemies and launch a Macross Missile Massacre.
- Revenge: Her reason for being with the Nameless.
- Small Girl, Big Gun: She's not really that small, but that gun still dwarfs her considerably.
- Unstoppable Rage: Her reaction upon seeing a Valkyria including Riela. She nearly blow Riela's head off, but fortunately Kurt manage to shoot her BFG out of her hands.
- Why Did It Have To Be Mushrooms?: She hates them very much, including non-poisonous variants.

Riela Marceris (Number 13)
= Voiced by Aya Endo in Japanese. =
A 21-year-old Valkyria viewed as The Jinx for being only survivor of many doomed army squads. Her preferred classes are Scout (starting class) and Engineer.
- Action Girl
- The Jinx: Seen this way by other soldiers due to her being the only survivor of multiple squads.
- Limit Break: Riela goes into Valkyria mode where she becomes invincible and can do a One-Hit Kill with her lance.
- Meaningful Name / Thirteen Is Unlucky: She's called Number 13, the unlucky number.
- Sole Survivor: Of multiple squads prior to joining Squad 422.

- You Gotta Have Multicolored Hair: Riela's case is an odd gradient of silver and red. There's an in-story reason for that.

Squad 422 (The Nameless)
Gallia's penal military unit, consisting of criminals, deserters and military offenders whose names are stricken off the record and given numbers in their place. Expected to die for Gallia, they are sent to do Gallia's dirtiest jobs, up to and including taking on Calamity Raven, an Imperial detachment mostly made of Darcsens.
- Meaningful Name: The unit's number is a stealth reference to the 442nd Infantry Regiment, a Japanese-American unit who fought on the European front during World War II (except with the "4" in the middle digit replaced with "2").
- Ragtag Bunch of Misfits: More so than those from the previous two games (the first is a militia unit made up of civilian volunteers; the second is an entire class of bottom-rung cadets).

Gloria Darrell (Number 3)
An old lady accused of weapons smuggling and was a "madam" at a whorehouse.
Gusrug (Number 6)

Squad 422's Darcsen Tank Commander.
- Alas, Poor Villain
- Cool Tank / Awesome Personnel Carrier: Like the second game, you can customize your tank as either.
- Face Heel Turn: All it needed for him to defect to Calamity Raven is to witness the Gallian Army's corruption and total disregard for their soldiers, let alone a bunch of undesirables such as Squad 422.

Alphonse O'Clair (Number 11)
Also known as the "Gallian Hawk", Alphonse prides himself on being an expert spy. He got sent to the Nameless for his illegal methods of information-gathering.
- Big Fun: Hes a little chubby.
- Early-Bird Cameo: He first appeared during Edy and Homer's milestone 100th article for the Valkyria Chronicles Blog.
- Royals Who Actually Do Something: He was a former nobleman.
Valery Aynsley (Number 12)
A historian seeking the truth behind the Darcsen Calamity. Wound up as "Number 12" for repeated counts of trespassing into historical ruins.

Amy Apple (Number 15)
An ordinary girl tricked into joining the Nameless in a desperate attempt to get enough money to fund her father's artistic career.

Ada Ansorge (Number 16)
A police officer driven to put Cedric on death row, who, for refusing to cooperate with an officer who decided to send Cedric to the Nameless instead, is sent over to become, ironically, Cedric's squadmate as "Number 16".

- Irony: She made it her duty to send Cedric down the death row, only to end up sharing the same unit as him.
- Screw the Rules, I'm Doing What's Right: Which is what ended her up as "Number 16".
- Sympathetic Inspector Antagonist: She's keen on bringing Cedric to justice, sometimes bordering on Blood Knight levels.
- The Only One Allowed to Defeat You: Cedric.
Ilmari Gasotto (Number 17)
A young man branded as "Number 17" for failing to show up at a compulsory Militia draft, having felt too lazy at that time.
Elliot Oates (Number 18)
A man in a fancy suit and gloves branded as "Number 18" for alleged marriage fraud.

A beautiful spy who went to the Nameless to escape from people chasing after her.

Felix Crowley (Number 21)
A Shocktrooper (initially) with a strong "big brother" instinct towards his squadmates.
- Big Brother Instinct: To his peers - which got him into trouble with his superiors and branded him as "Number 21."
- Dark-Skinned Blond
- Disproportionate Retribution: He filed a complaint against an incompetent officer and got hauled off to the Nameless for his trouble.
- Nice Guy: Ohhh yes.
Leila Peron (Number 23)
= Voiced by Umeka Shouji in Japanese =
Older sister of VC1's Homer and a domineering woman who calls herself "Queen." She has an overarching desire to toughen up every man in Gallia... and ended up at Squad 422 for "educating" an officer.
- Determinator: She intends to "toughen up" every man, including Maximilian, in order to put a quick end to the war.
- Dominatrix: Complete with a riding crop. This may explain Homer.
- Early-Bird Cameo: She busts into the scene during Edy and Homer's milestone 100th article for the Valkyria Chronicles Blog.
- Jerk with a Heart of Gold: Her domineering personality stems from her genuine desire to toughen up the weak-willed Homer. Unfortunately she went overboard, got banished to the Nameless for setting her sights on an officer... and produced a masochist.

Annika Olcott (Number 24)
An energetic girl who gets into a lot of fights, and ended up among the Nameless for beating a rogue senseless.
- Action Girl: She's already one long before she became "Number 24".

- Stripperiffic: Ok Ok yes she isn't showing of her tum tum but her MILITARY UNIFORM is very...Professional.

Cedric Drake (Number 25)
A notorious criminal drafted into Squad 422 for repeated counts of theft and murder, among other things.

- Foe Yay: With Ada, whose dogged determination to send him to death row intrigues him to no end.
- Heroic Sociopath: He believes in going against tradition and laws.
- Insane Troll Logic: He believes that if killing one in the alleyway makes him a murderer, killing hundreds in the battlefield will make him a hero.

Gisele Fleming (Number 26)
A pyromaniac sent to the Nameless for repeated counts of arson.

- Chekhov's Skill: Her pyromania (and consequently her knowledge with anything fire-related) ultimately helped the Nameless defuse a series of explosive death-traps set up by the Imperials for them during a town assault.

A former chef banished to the Nameless for stealing rare food ingredients from a high-ranking officer.

Margit Ravelli (Number 33)
An Army officer and a Lanseal graduate whose subordinates' failure to comply to her orders in a mission wound her up as Number 33.
- The Ace: Like Kurt, she was a Lanseal graduate with full honors.
- Attack! Attack! Attack!: Just like fellow Lancer Juliana Everhart, one of her tactics during a mission when she was at the Army involved attacking the enemy head-on. Her subordinates failed to comply, and she paid the price.

- Redemption Quest: One of her squadmate missions revolves around reliving the same mission that disgraced her, but this time, having learned from her bitter experience, she opted to use an unmarked bypass to attack the Imperials from the flank and convince Kurt to put her in the reins.
Serge Liebert (Number 45)
A sickly young man who only volunteered to the Nameless so he could die gloriously in a battlefield.
- Death Seeker: And he wants to go down in a blaze of wartime glory. If you complete his Fragment, he gets over his death-seeking tendency.

Zahar Alonso (Number 57)
A former general of Fhirald (the same nation Radi Jaeger of VC1 came from), but became a mercenary after it was taken by the Empire. Found a job with the Gallian Army, but his drinking habits got him into trouble.
- The Alcoholic: Which ended him up becoming "Number 57."

Shin Hyuga (Number 58)
An immigrant from a distant realm in the east, with a Gallian mother and a far-eastern father. Using his native homeland's customs, he swore fealty to Princess Cordelia alone, and would not obey orders from the Militia, which is what brought him into the ranks of the Nameless.

A brother of Calvaro Rodriguez (of Valkyria Chronicles and Valkyria Chronicles II fame) and, like him, the drill instructor for Squad 422.

Carisa Contzen (Number 63)
The girl in charge of R&D for this game, although she is not one of the Nameless.

- Expy: Of, of all people, Reimu Hakurei of Touhou. It only takes a red hair bow to give her Reimu's appearance, and her "money before everything else" mindset as well as her non-chalant attitude in battle while she rides the tank after Gusurg defected doesn't help.
- Field Promotion: Following Gusrug's defection to Calamity Raven, Carisa volunteers to become "Number 63" and take over his post.
- Older Than They Look: She was revealed to be a veteran of the First Europan War.
- Tank Goodness: Eventually the second Tank Commander after Gusrug's defection.

Calamity Raven
The Empire's "Trash", one could say, they are the primary antagonists from Chapter 3 onwards, and consist of mostly Darcsen troops. One could say they are the antithesis of Squad 442.
Dahau
= Voiced by Koichi Yamadera in Japanese =
A Darcsen and the leader of Calamity Raven, carries a giant Rifle around (as shown in the Demo).

- Dangerously Genre Savvy: In the OVAs, he was smart to realize that a fog was coming tomorrow morning and Welkin, Squad 7 and the Gallian army would use it for a surprise attack. So he prepare his troops before the attack began and use Howitzers Cannons to blast the Gallians including damaging the Edelweiss. Yes, this man beat Welkin, the Badass Bookworm by using his own strategies against him!

Second-in-command of Calamity Raven, and perhaps the only non-Darcsen member of the squad. She's also their Tank Commander aboard the Batomys-class Echidna.
