The first major villain of the series, a vain, tyrannical ruler who steals the heroes' spaceship when it crash lands on his planet.

Voiced by: Kazuyuki Sogabe (Japanese)
A mercenary, and Don Kee's personal bodyguard.
- The Brute: He seems like this at first...

- Dub Name Change: "Ledgic" in FUNimation's version.
- Punny Name: On "credit" (クレジット kurejitto in Japanese).
- Put on a Bus: Promised Goku that they would meet again for a rematch, but is never seen again, not even in episode 63, where almost all the other surviving characters show up. It's likely that, had the series not been retooled after the first 16 episodes, he would have played a bigger role.
- Starter Villain: While not the main villain of the arc, he is the first one-on-one fight Goku has in GT.

Parapara Brothers (パラパラブラザーズ; Parapara Burazāzu)
A trio of brothers working for Cardinal Mutchy Mutchy. Can subdue their opponents by making them dance.

Cardinal Mutchie Mutchie
The High Priest of the Luud Cult. He commands Luud's followers to seek out the Black Star Dragonballs to resurrect Luud. Is actually one of Dr. Myuu's Machine Mutants.
- Actually a Doombot: When his "body" is destroyed, his whip is revealed to be the actual Mutchie, and transforms into his true form.
- Sinister Minister
- Whip It Good: His whip can transform people into dolls to be fed to Luud. When his true form is revealed, his whips are actually part of his arms, and can telepathically move objects as well as electro shocks.
Master Daltaki
The "oracle" of the Luud Cult. Was the one who originally recruited the followers. Was really a subordinate of Dr. Myuu.
- Dirty Coward
- Punny Name: A play on "doll Otaku".
- Sissy Villain: He plays with dolls.
- It's implied that he's heterosexual, since he falls in love with Pan in doll form.
- You Have Failed Me...: Dr. Myuu transforms him into one of the sacrificial dolls after he activates Luud (another Machine Mutant) too early.
- You Have Outlived Your Usefulness: Unable to wait any longer to find the Black Star Dragonballs, he instead transforms all of his followers into dolls to be fed to Luud.
General Rilldo
A machine mutant and leader of Dr. Myuu's machine armies. Manages to give Goku, Pan and Trunks trouble once they land on planet M-2.
- Anticlimax Boss: He was given a lot of buildup, was stated to be more powerful than Majin Buu, had a very interesting power, and actually captured Goku, Trunks, and Pan in their first encounter. Then they killed him without breaking a sweat the next time they saw him.
- Artificial Human
- Bad Boss: Inverted to the point of arguably givng him Hidden Depths. He actually treats his subordinates and underlings fairly-well, and doesn't hesitate to give them praise when he thinks they deserve it. Dude must have read up on Sun Tzu.
- Bad Liar: To Goku (who can tell he's pretending to be far weaker than he really is), but not to the audience.
- The Dragon: To Dr. Myuu
- Expy: Of Buu and Dabura. His powers are basically a combination of the two.
- Extra Ore Dinary
- From a Single Cell: His consciousness can inhabit and form a body from any metal on the planet.
- Knight of Cerebus: His arrival is pretty much the point where the series became more serious.
- Pre-Mortem One-Liner: In his introductory scene in the Funimation Dub.

- Punny Name: On "drill".
- Taken for Granite: Can fire a beam that turns whatever it hits into metal.
Dr Myuu
A scientist whose plotting universal domination with his mutant machine armies, headed by his ultimate creation Baby which he needs the Black Star Dragon Balls to complete. This of course brings him into conflict with Goku, Pan and Trunks. As it turns out though, he was actually a machine that Baby created to continue his development. Somewhere along the way Myuu forgot this and developed his own sentience. After being killed, he meets up with Dr. Gero in Hell to plot their revenge against Goku but that doesn't work out as planned either.

Baby
A parasitic being created by Dr. Myuu to conquer the universe In reality he was created by the Truffles, the race that Saiyans destroyed and whose planet they took over, to avenge them. He manages to break free and body surf his way to Earth. Once there he takes over the whole planet, making Vegeta his main host. Goku suffers a grueling battle against him due to his new child form. But some quick training in the Other World give him the power he need to fight and eventually beat Baby. Freeing Vegeta from Baby and blasting him into the sun as he trying to escape.
- Batman Gambit: His earlier possession of Trunks, made him realize that the Super Saiyan transformation was the easiest point to take over someone (it was later revealed that he laid a mind-control egg in Trunks' brain as he left anyway). He then proceeded to possess the remaining Saiyans on Earth, settling at Vegeta; the next strongest after Goku, then brainwashing the entire Earth. He also left Goku and co. to find all the Black Star Dragon Balls so they'll return eventually to Earth and he takes the Dragon Balls to make his wish, while Goku and Pan face off against the entire world apart from Buu, Uub and Hercule!
- Blob Monster: Baby is able to liquefy his body and seep into any cut on a person's body in order to gain control of them.

- Revenge Before Reason: His hatred for the Saiyans makes him take some really insane routes. Pan even points out the Saiyans who wiped out his race are long gone, Baby replies he doesn't care.

- White-Haired Pretty Boy: As Baby-Vegeta.
- With Great Power Comes Great Insanity: In Vegeta's body as a Great Ape. It's suggested he lost his shit as a result of not preparing himself for the exposure of 17,000,000 Bruits Waves by Bulma's device. He even decides to wipe out Earth just because he can...and Goku was defending it.
Super 17
A combination of the regular Android 17 and Hell Fighter 17 which was built by Dr. Gero and Dr. Myuu. Has much more power than his normal form that he pretty much defeats all the Z-Fighters that come against him, including a Super Sayian 4 Goku. However a combined effort from 18 and Goku finally brings him down.

- Driven to Suicide/Heroic Sacrifice: It's implied that somewhere deep inside Super 17 was the brother that 18 loved, and he let himself be killed by Goku's Dragon Fist Explosion technique, since he couldn't fight Dr. Myuu's programming completely.

- Impaled with Extreme Prejudice: How he met his end against Goku.
- Interrupted Cooldown Hug: Because of her anger over Krillin's death, Android 18 manages to be both the loved one who gets Super 17 to cool his jets and the impetuous shooter who stops his Heel Face Turn.
- Laughing Mad: Played up a bit more in his video game appearances.
- No-Holds-Barred Beatdown: He did this to Gohan, Goten, Trunks, Vegeta and Uub at the same time.
- Non-Malicious Monster: Like the original Android 17 before him, Super 17 never actually shoots to kill while curb-stomping the Z-Fighters. It's only during the fight against Goku that he starts actually going for finishers on anyone not named Dr. Gero.
- Strong As He Needs To Be: Has this as a superpower. One minute, he has a bit of trouble with Super Saiyan (Kid) Goku; the next he's owning Super Saiyan 4 Goku.
Haze Shenron
The number 2 Dragon Ball that was created by the wish that revive one of Goku's allies (in this case Upa, Bora's father who was killed by Tao). He is a dragon that spread pollution wherever he goes. His element is pollution.

- Making a Splash: Has the power of controlling polluted water and can gain energy from swamps.
- Not-So-Harmless Villain: At first looked completely weak, but then revealed that his pollution was weakening Goku and Pan. After enduring their attacks long enough for it to take effect, he nearly killed them.
- One-Winged Angel: Subverted. He looks like he's going to and the heroes expect it...but he then states that while some of the Shadow Dragons can, he can't.
- Poisonous Person: The poisonous gases from his swamp can knock out even Goku.
- Stone Wall: His main strength is that he's able to soak up punishment until his pollution can weaken his enemy to the point he can overpower them.

Rage Shenron
The five star dragon created when Goku was wished back to life to combat the Saiyans. Starts off as rather puny but, using an electric slime, can grow to a much more massive form. His element is thunder.
- Attack of the 50-Foot Whatever
- Blob Monster: When he absorbs all the electrical slimes to form his giant form.
- Hoist by His Own Petard: Rain is bad for electricity, especially if you're too big to dodge...

- Shock and Awe: "Dragon Thunder"!!

- Weaksauce Weakness: Had Goku and Pan on the ropes, till it started to rain.
Oceanus Shenron
The Six Star Dragon, created (much to her chagrin) from Oolong's wish for woman's panties. She the only female dragon of the seven with the power over water and wind . Fools a local fishing village into believing she was a sea princess named Princess Oto. But Goku and Pan reveal her true colors.
- Blow You Away
- Designated Girl Fight: Fights Goku to a standstill, but gets killed by a lucky Kameha by Pan, of all people.
- Making a Splash
- Shout-Out: Her disguise refers to the legend of Otohime and Ryuujin. In the Japanese sub her name is actually Ryu-Shenron.
- The Smurfette Principle
- Winged Humanoid: Her true form is actually the one of a ugly, winged, gargoyle-like dragon.
Naturon Shenron
The Seven Star Dragon, created when Bulma wish back the people Vegeta killed while under the influence of the Majin. He a mole like dragon that has the abilities to absorb any person and make their power his own. His element is earth.
- Attack of the 50-Foot Whatever
- Dishing Out Dirt: Can cause earthquakes by digging and his attacks can summon pillars of light from the ground.
- Hoist by His Own Petard: The above mentioned pillar of light attack.
- Kaiju
- Obfuscating Stupidity: He's actually smarter than he looks.
- One-Winged Angel: After absorbing Pan, he turns into a larger, more vicious version of himself.

Nuova Shenron
The Four Star Dragon, created when King Piccolo wished for his youth back. Unlike the other dragons, Nuova fights fairly and doesn't rely on dirty tricks. More than likely this is due to the fact that the four star ball was a treasured heirloom of Goku's. May also have something to do with the fact that he is the only one of the dragons created from a wish by an evil being for an evil purpose, with evil consequences. He also has the power over fire.
- Anti-Villain: Type IV: He's only a villain because he's a Shadow Dragon and thus needed to be stopped, and other than that does not do anything villainous.

- Heroic Sacrifice: Which sadly didn't work.
- Light'Em Up: He can summon a giant lens and shoot a super hot sun ray at his foes.
- Hoist by His Own Petard: The same lens can also hurt him if something such as Solar Flare is used against him due to its power being amplified.

- Sacrificial Lion: He planned on continuing his fair fight with Goku for the ball... and then he ends up being killed from behind by Syn Shenron, proving just how ruthless Syn Shenron truly is.

- Walking Wasteland: He's met in a desert-like city. His body is so hot that anything that makes contact with him is destroyed.
Eis Shenron
The Three Star Dragon, created when a wish was used to erase the memories of the whole Buu fiasco. He the twin brother of Nuova, not to mention his complete opposite. Using any advantage to win a fight. He also has the power over ice.
- An Ice Person
- Arm Cannon: His strongest attack turn one of his arms into a cannon with the three-star ball on the bottom.
- Cain and Abel: The Cain
- Dirty Coward: It goes from gloating over Goku to shamelessly praying for his life in a few seconds.
- Evil Twin
- Trying to Catch Me Fighting Dirty
- Sibling Yin-Yang
- Wolverine Claws: Makes some out of ice in order to put a sneak attack on Goku.
Syn Shenron/Omega Shenron
The One Star Dragon created from the wish to revive all on Namek during Freeza rampage. Not surprisingly he the strongest of all the dragons, even going to Super Saiyan 4 hardly phases him much. Doesn't get any better when he absorbs all the Dragon Balls to become Omega Shenron, the ultimate dragon. In the end it takes energy from all over the universe to form the Spirit Ball needed to stop him. His element is hinted to be "Sky".
- Bad Boss: Towards Nouva Shenron.
- Beard of Evil
- Establishing Character Moment / You Have Failed Me...: Poor Nova.
- Final Boss: If you can ignore Lord Yao. Also his base design is more impressive than the rest of the previous Big Bads.
- From a Single Cell: Thanks to Rage Shenron's Electrical Slime powers.
- Made of Evil: Unlike the previous dragons that reflect a negative effect of a wish, Syn is made of all the negative energy the Dragon Balls accumulated over the years. Yes, the source of all hope creates the ultimate bringer of doom in the series.
- Meaningful Name: Syn sounds very similar to "sin." As he is the ultimate Shadow Dragon and the evilest of them, this similarity actually makes some sense.
- No One Could Survive That: He's the only villain who survived Goku's "Dragon Fist" attack.
- The Nth Doctor: In the Funimation dub, Syn Shenron is voiced by Bob Carter, but Omega Shenron is voiced by Christopher Sabat
- Omnicidal Maniac: If let loose, his mere evil power will destroy everything.
- Power Copying: After eating the Dragonballs he can use the powers of all the Shadow Dragons.
- Spikes of Villainy: On his back and elbows.

A witch antagonist in A Hero's Legacy that chases after Goku Jr. Also a lackey to King Yao

A Hen-like warrior from A Hero's Legacy. Like the others he after Goku Jr and yes, he a lackey of King Yao's
Lord Yao
The boar-like demon king of Mount Paozu, he the final obstacle Goku Jr. must face

- Also of Ganon from The Legend of Zelda series, right down to their boar like forms and their Demon King status.
