Ludwig was a councilor of Vienna for (public) housing (construction) and city reform (German: "Wohnen, Wohnbau und Stadterneuerung") from January 2007 until his election as mayor in May 2018 and was second vice-mayor and deputy governor of Vienna from March 2009 to October 2010.

Life

He grew up in Vienna's 21st district, Floridsdorf, living in a Gemeindebau (municipal housing estate) there, during the era of famous chancellor Bruno Kreisky, whom he cites as his political idol. After graduating high school in 1981, he served his military duty in 1981-82. He earned his PhD in history from the University of Vienna in 1992. In 1994-95 he started his active political career as a district councillor of his native district of Floridsdorf and then went on to the Vienna city council and eventually became part of the city government from 2007.
