Law & Order (season 9)

The ninth season of Law & Order premiered in the United States on NBC on September 23, 1998, and ended with a two-part episode on May 26, 1999. It was released on DVD on December 6, 2011.[1]

Briscoe and Curtis investigate the death of a recently adopted baby who the parents say fell out of her crib. When the police search an apartment, they find another child, their 7 year old Nicholas Waring who, they subsequently find, was severely abused before he was adopted by his current parents but is now a sociopath. Recently transferred ADA Abbie Carmichael takes charge of the case intent on finding what exactly happened. It all leads to a Russian baby broker who was finding homes for sick children and an American couple who got rid of the baby as soon as they found out how ill she was.

The investigation the death of an African-American man, Floyd Michaels, who the medical examiner concludes was beaten and dragged behind a car. Local community activist Rev. Ramsay is soon visiting Lt. Van Buren's superior to ensure this hate crime gets top priority. The police find a witness who says he saw two white men pull victim out of his car. They also learn that Michaels was an auxiliary policeman in Westchester County. They find witnesses who identify the attackers' red Pontiac but they trace it to a police compound for seized vehicles. It leads them to believe that the attackers were policemen. For the DA's office, problems arise when the U.S. Attorney wants to take over the case. When ADA McCoy finds he's granted the ringleader immunity, he tries to have the immunity agreement rescinded.

The shooting of 17 year-old, Kevin Stanton, who was shot and left in a shop doorway. Kevin claims he was carjacked but is evasive Briscoe and Curtis think he is lying about something. When they trace a girl that he's been seeing, Sara Teasdale, they learn she's was shot dead the same night. Fingerprints and information from Narcotics Detective Mark Rivera lead them to drug dealers Reggie Mathis and his buddy Oscar Benvenides who Mathis claims was the shooter. When it turns out that Kevin was actually Det. Rivera's confidential informant - something illegal since the boy was underage - McCoy decides to prosecute Rivera for manslaughter in order to get him to testify truthfully at Mathis' trial.

When a 5 year-old Ryan Downing dies from exposure to a rare bacteria, VRSA, the police don't know if they're dealing with a one off incident or a planned attack. They first focus on the on the Downing's nanny, but she is quickly cleared. The medical examiner thinks the boy was likely injected with VRSA - she finds a small puncture mark - and when a junkie named Clarence dies of the same disease, his needles indicate they were used on the Downing boy. The boy's father Aaron was having an affair with a co-worker Theresa Copeland and becomes their prime suspect. In order to get the evidence to convict however, ADA McCoy has to lean on the company that likely sold him the bacteria in the first place.

After a mailman is attacked in the lobby of a small condo building, Detectives Briscoe and Curtis begin to interview some of the occupants. They find one of the tenants, Kitty Lansing, unconscious severely beaten in her bed, It seems apparent that whoever did this likely kept her prisoner in her own apartment and tortured her over several days. They naturally suspect her ex-husband Roger but he has an alibi and they move on to some of the men she's been dating recently. They find Matt Bergstrom who comes to New York from Seattle several times per year. There is little doubt that Bergstrom is a serial killer though it's not obvious he attacked Lansing. He's willing to plead guilty however provided the prosecutors take the death penalty off the table and also guarantee he will not be extradited to Texas where he could also face the death penalty. When they find that someone else attacked Lansing they face the prospect of Bergstrom going free after only a short jail sentence.

In a fertility clinic, an employee called Sarah is found murdered. The room she was working in was locked so the person who killed her must have known the combination. Frozen embryos are also found tipped down the sink. Sarah's murder is pushed aside to a dispute over the ownership of the embryos. It is discovered that those particular embryos were destroyed deliberately. Some of the embryos were biologically a woman called Arlene Galvin's but after Arlene and her husband Joe's divorce, and his death, they were bequeathed to Coral Galvin, his young second wife. Coral was planning to be implanted with one of those embryos because Joe's will stated that his $11 million would be shared between his biological children, so Arlene's son would have to share it with this child and Coral would get control of this child's money, even though it would be Arlene's technically. It is implied that Coral only wanted a child for the money and wouldn't care for it. Arlene said she wouldn't be able to bear seeing one of her biological children suffer from neglect in Coral's hands, so she made her chauffeur, a former police officer, destroy the embryos. Sarah interrupted so she was killed. At the end, Arlene is sentenced to 5-10 years and the last 2 of her embryos are protected from Coral, although Arlene will probably not get to use them.

The killing of Stuart Wattman who was shot in an alley outside the theater where he was attending a concert. The 50-something Wattman was a "walker", a male escort who would accompany a woman to a concert or a soirée. Also shot was Liann Crosby, the woman he accompanied that evening. Forensics confirm that Liann was shot first but denies anyone would want to harm her. The investigation however leads them to Dennis Pollock who was seen on numerous occasions going on to Crosby boat. The 27 year-old Pollock is married to 64 year-old Joyce Pollock and the police suspect Liann and Dennis may have been having an affair. In fact, they are mother and son and conning people out of their money isn't all they were up to.

The murder of a corrections officer Charles Tyner who was shot in what they believe was a mugging. Evidence at the scene suggests the shooter made him kneel before killing him. It turns out Tyner was a corrections officer and had recently transferred from a men's to a women's prison. The police initially think that an ex-con, Ricky Crimmons, may have been out from revenge. They're correct about the revenge part but it's Alice Simonelli, an inmate, who hired Luis Pacheco to kill him. Her defense is that Charlie Tyner raped her. She also wants Abbie, who prosecuted her original case, to be replaced.

After a family is killed, the blame is put on Doris Nicols. But when she is killed and removed as a suspect to the police, the suspect becomes Stephanie Harker. Ms. Harker, knowing the extradition rules in Canada, flees back to her home in Niagara Falls. The death penalty is not allowed to be put on Harker if she comes back, but after some reasoning, and the fact that she killed her husband's first wife, she is sentenced to death. The Mens Rea in this case is that Stephanie Harker killed her husband due to the fact that he wanted a divorce. The Actus Reas is the actual murders she committed. The Crown argued that she cannot use Canada as a safe haven, and eventually the judge understood.

When an old Volkswagen Van is found in the river and in it is a body. The body is identified as that of a student radical who went missing over 20 years ago. But a more in depth investigation reveals that the radical was actually an undercover cop sent to infiltrate radical groups. And they also learn he was instructed by his commanding officer to make them commit acts that are criminal. Eventually they learn that a security guard at the college he went to, is the killer. But he feigns senility but it's probably an act.[5]

Briscoe and Curtis investigate the murder of Randall Chase who was found bludgeoned to death with a softball bat at the Haven, the community center that he ran. Chase was highly respected in the community showing many youth gang members a different path for themselves. The police suspect that he may have crossed a gang member and they learn he did accept a $5000 donation from a local hood Ricky Carter that now can't be accounted for. The police arrest Jerome Warren, now a college student thanks to the help Chase gave him. However, there is every indication that Warren was failing at school, something that was not reflected in the As that he received at the end of term. Warren is charged with murder but the defense attorney tries to use affirmative action as part of his defense.

Briscoe and Curtis investigate the shooting death of Doug Bender who is found in the trunk of his car that had been towed by the parking authority. He had been shot at point blank range by a 9 mm pistol. Bender had been convicted of grand theft auto but was out on parole. His wife Millie says he has had a job since his release and has stayed away from criminal elements, something that is confirmed by his parole officer. The police learn that Millie Bender's brother, Max Sheridan, is on the run from criminal charges in Georgia and they suspect he may have contacted his brother-in-law to hijack a truck. The detectives biggest problem is having to deal with two bail bondsmen - bounty hunters - who are after Sheridan for skipping bail. They're not very helpful and when they kill Millie Bender, her baby sitter and put Max Sheridan in the hospital, ADA McCoy decides to charge them with murder and thereby challenges the very broad authority bail bondsmen have in the US.

When Briscoe and Curtis discover that a high-level federal official Jeanine McBride found murdered in Battery Park was recently transferred from Baltimore, they team up with Baltimore homicide detectives. The joint investigation reveals that the victim was involved in an affair with another high-level government official, whose career will be destroyed if the relationship becomes public. The Independent Counsel summons McCoy and his Baltimore counterpart, Ed Danvers, to Washington and demands that McCoy reveal his source or be jailed for contempt. Briscoe and Curtis apprehend the suspect, but the FBI claims jurisdiction and the suspect evades trial, if not justice.

After a teen Kiera Grayson is found dead in a hospital emergency room but was left unnoticed by anyone. The medical examiner determines that she had seven fractured ribs and punctured lungs, all consistent with a beating. She was not sexually abused but from the marks on her wrists and ankles it seems she was restrained or tied up. She is eventually identified as Kiera Grayson whose mother Margo is very uncooperative but has an alibi for the time of death. According to neighbors Kiera had behavioral problems and it leads to the arrest of Rosa Halasy, a former nun who performed an exorcism on the girl. Rosa is charged with murder and her defense is that she hears the voice of St. Michael who tells her what she should do about those who need help.

Briscoe and Curtis investigate the beating of a retired divorce lawyer Kenneth Slattery who is found at home in his study having been struck on the head. Slattery was retired but was still doing mediation work pro bono so the police begin investigating some of the clients who came to his home office. Slattery had recently pulled an old file from his storage facility in a 15 year-old divorce case. It leads them to a case of a medical partnership that may have been involved in deficient medical practices that led to the death of a 35 year-old woman, Maureen Gerard. It turns out two of the doctors used a new piece of equipment that had not yet been approved by the hospital and allowed a pharmaceutical sales rep to operate the equipment rather that a qualified nurse. ADA McCoy wants to offer the doctors plea bargain but Abby Carmichael wants to take the case to trial.

Briscoe and Curtis investigate the killing of a police officer Danny Pelham who along with his partner Peter Bowers were on a stakeout looking to serve a warrant on a criminal, Terry Mays. In addition to looking for Mays, the detectives also start looking into his old cases to see if anyone might have been out for revenge. When they catch up to Mays, he tells them he saw someone shoot Pelham. Pelham had just broken up with his police officer girlfriend Marissa Hastings and she was still keeping tabs on him. She's arrested for his murder but it seems he was the one who was assaulting her and she may have killed him out of fear. It turns out she even called Internal Affairs to complain about Pelham and that he's attacked her but they did nothing. They're well into the trial before the prosecution realize they may have got it wrong.

The investigation into the shooting of a well-known journalist, Gerald Fox, who was shot as he exited his house one morning to go to work. He's unconscious so the police start looking for anyone who might be seeking revenge. The obvious candidate is John Franchetta who was just paroled after serving 20 years for killing Broadway actress Rebecca Hampton. He still denies having anything to do with that crime and the ADA who prosecuted him admits that Fox's barrage of newspaper articles on the crime likely influenced the jury that convicted him. ADAs McCoy and Carmichael come to believe Franchetta and focus on the dead woman's daughter Nicole Hampton for killing her mother and her brother Andrew for shooting Fox. Their main problem is that Nicole was 15 when killed her mother and a juvenile and therefore subject to the law as it existed at that time.

Detectives Lennie Briscoe and Rey Curtis investigate the death of Marian Hollis a philosophy professor at New York university who jumped - or was pushed - in front of a subway train. She was seen accessing the platform with a tall, well-dressed man. They eventually identify the man as Bill Fallon who is in the city from Cincinnati while his eldest daughter settles in at the university. He denies knowing the dead woman but the police find that he has no personal history prior to 1985. It turns out he is actually Nick Taska, married to Eleanor Taska, who ran off with their children in 1984. Eleanor and the dead woman were once good friends and ADA Abbie Carmichael thinks she may have recognized him on the street, leading Taska to kill her. He denies it and the prosecution face a dilemma when the man's youngest daughter claims she did it. McCoy comes up with a creative way of charging the father.

The death of Gilbert Sanderson who collapsed in the restaurant next to his townhouse. The medical examiner confirms that he died of a heart attack but also found 1000 mg of Viagra in his system. The man had a heart condition and had been warned by his doctors not to take Viagra. The detectives suspect someone may have slipped it to him. On the night he died, he had attended a fund-raising dinner hosted by Julian Spector and organized by Katrina Ludlow. After some sparring, Ludlow admits she was with Sanderson before he died but that he was fine when she left. She also tell the police she has evidence against Julian Spector. She's put into protective custody with Curtis as her babysitter but it may all backfire at the trial.

The murder of Donny Gibson who was found dead in a parking lot. Gibson installed sound systems in bars and clubs and was out with $4000 in cash in his pocket looking to buy some high end speakers. The police know that that Sean Russo, the son of an imprisoned mob boss, met him that night though he denies it. When Jack McCoy concludes that the young Russo is likely now the head of the Russo crime family, he has his bail raised to $10 million. When the DA's office learns there's a connection between Gibson and a nightclub owner putting up some of the bail, McCoy goes after the night club owners, Tom Wilder and Jeff Stahl who told Russo that Gibson was pressing for the payment of outstanding bills for the sound system he installed. He also threatened to go to the FBI to let them know Russo was an investor in their club. McCoy biggest problem in the case however is a federal prosecutor who also wants to go after Russo.

Briscoe and Curtis investigate the murder of Sarah Kincaid, a mathematics graduate student who was found murdered in the university library. The autopsy reveals that Sarah was strangled and also that she was 9 weeks pregnant, even though her bereaved father says she didn't have a boyfriend. Their initial inquiries are directed to a recently released ex-con but they learn that the victim had had a rather loud argument with her academic advisor, Dr. Clemente. When he is cleared however, the DNA testing of the fetus leads them to Dennis Michaels, who is engaged to Sarah's roommate. Another library patron puts them in the direction of a young preppy he saw there and it leads them to Peter Kelly, one of Dennis' good friends.

Detectives Briscoe and Curtis investigate the murder of a man found in the trunk of a car. The driver was pulled over because the plates clearly did not belong to the car to which they were attached. Finding a body in the trunk led to the death of the driver, following a shootout with the police. The medical examiner determines that the man in the trunk was shot but the bullets were removed from his body. The dead driver had Russian prison tattoos on his body. The man in the trunk is identified as a Russian, Vasily Chuikov, who immigrated over 10 years ago and had a watch booth on 47th St. He had gone to a lunchtime meeting with potential clients and wasn't seen again. They find a potential witness in 10 year-old Billy Woodson who has clearly been traumatized by what he saw. The shooter is eventually identified as Andre Rogatin a Russian hood who was last seen in Moscow just a couple weeks ago. The evidence leads them to a physiotherapy clinic in Brooklyn and the Russian mafia. For the ADAs however, the challenge is finding someone - anyone - who will testify before the grand jury. Ten year-old Billy is all they have left.

The prosecutors case suffers a major setback when a hit man manages to infiltrate the safe house where their only witnesses were being kept. ADA Toni Ricci was killed as was 10 year-old Billy Woodson's mother but the boy survived and is in critical condition in hospital. Detectives Briscoe and Curtis are tasked to find the killers and focus on a young Latino couple who were seen entering the building. It turns out they are connected to Colombian drug dealers meaning the Russians and the Colombians are working together. They find that the Colombians are laundering their drug money through Russian banks. They launch a racketeering case against the Russian mobsters who are definitely playing hardball: they plant a large bomb in the police precinct. McCoy decides to play hardball as well. Meanwhile, Detective Rey Curtis leaves the 27th Precinct to take care of his wife who suffers from MS.

Notes

  • Angie Harmon joins the cast as ADA Abbie Carmichael, the replacement for Carey Lowell's ADA Jamie Ross who resigned at the end of the previous season.
  • Benjamin Bratt left the series following the season. To account for this, Det. Rey Curtis leaves the NYPD to care for his sick wife, Deborah, who was afflicted with multiple sclerosis in season 8.
  • This is the last season of Law & Order to air alone. Its first spinoff, Law & Order: Special Victims Unit, debuted the following fall.
  • "Sideshow" (episode 195) is the first part of a two-part cross-over with a Homicide: Life on the Street episode of the same name. This was the last time Law & Order and Homicide featured a crossover, as the latter series was cancelled at the end of the season.
  • "Agony" (episode 186) is shown during an episode of Friends.
  • The TV-movie Exiled: A Law & Order Movie, which featured Chris Noth's return as Detective Mike Logan following his departure and character's reassignment to Staten Island as a punishment for assaulting a city councilman at the end of season five, aired during this season on November 8, 1998. The movie featured John Fiore's last appearance as Detective Tony Profaci, whom Fiore appeared as in a recurring role since the series debuted.
  • "Hate" was dedicated to United States Attorney Charles E. Rose, with the epitaph "He made the world a safer place".
  • "Juvenile" has a pre-end credits text card stating Andrew Hampton was serving his sentence at Clinton Correctional Facility and Nicole Hampton was acquitted for the shooting of Gerald Fox. The last time these cards were used was the season 7 episode "Barter" and the season 1 episode "The Violence of Summer."
  • The introductory image for Benjamin Bratt has changed once again, making him the first ever Law & Order actor to have his photo changed three times. (Season 6 has one photo, Seasons 7 - 8 has another photo and Season 9 has final photo). and also for S. Epatha Merkerson's introductory image also changed.
  • Carolyn McCormick reprise her role as Dr. Elizabeth Olivet between season 9,10,13 and 20.
