Samoa have been playing international rugby since 2000, and took part in the last two World Cups, but for the other two nations the 2006 tournament was the venue for their first 15-a-side internationals.
Although a Samoan victory was hardly unexpected, Fiji's women at least pushed them close and overall the tournament was a success. However, the expressed hope that it would become an annual event has yet to be fulfilled.

gollark: What would you prefer? No more IP addresses?
gollark: I'm being daring and trying to run about 70 mods on 3GB of RAM.
gollark: It works for now.
gollark: I assume it's something like (cores * base clock speed) * (CPU utilization %), but *why*?
