Office of the President of Ukraine

The Office of the President of Ukraine (Ukrainian: Офіс президента України) (formerly Presidential Administration[1] (Ukrainian: Адміністрація Президента)) or unofficially Bankova (Ukrainian: Банкова, literally "Bank Street", Bankova means "Bank" as adjective) is an administrative body set up to assist the President of Ukraine. The main purpose of the Administration is to provide administrative, advisory, analytical, and legal assistance to the President. The Administration arranges communication and official statements between the President and Ukrainian parliament, the Verkhovna Rada, the Cabinet of Ministers, the Constitutional Court, local government bodies, and other institutions.

Overview

After Ukraine declared independence in 1991, President Leonid Kravchuk established the Administration of the President on 13 December as an advisory body to the President (the Ukrainian SSR formally ceased to exist on 26 December 1991[4]). The Administration is headquartered on 11 Bankova in Kiev.

Under President Yushchenko, the administration was reorganized into the Secretariat on 24 January 2005 in accordance with Clause 28 of Article 106 of the Constitution of Ukraine.[5][6] President Viktor Yanukovych restored the old name Administration of the President of Ukraine on his first day in office, 25 February 2010.[7] On 20 June 2019 (newly elected) President Volodymyr Zelensky signed a decree that transformed the Presidential Administration of Ukraine into the Office of the President of Ukraine.[1]

The office is composed of the Head of the Administration, the first Deputy Head, Deputy Head, the President's spokesperson, advisers to the President, and the President's representatives in the Verkhovna Rada, the Cabinet of Ministers, the Constitutional Court, and representatives of the President in other departments.[8]
