Shinra Kishitani, an unlicensed underground doctor, reveals he is living with the headless woman, whose name is Celty Sturluson, commonly referred to as 'the Black Rider' or 'the Headless Rider'. In the past, Celty first realized that she was a dullahan when she lost her head at a cemetery atop a hill. She traveled far and wide for the head, ending up in Ikebukuro. Celty learns from Izaya that an old street artist saw a dullahan missing its head. Celty tries to find the artist but fails. Celty tells Shizuo, and he helps her find him. However, they find that the artist cannot draw the head of the dullahan, because he has no knowledge of its appearance. Shinra later tells Celty to give up looking for her head, so that they can live together forever, only to upset her. Long ago, Shinra first saw Celty when he was a child. His father, Shingen Kishitani, offered her a place to stay in exchange for being dissected. During the dissection, her wounds and bruises healed rapidly, revealing that she has immortality.

It is explained that Mikado was the original founder of the Dollars, and that Kyohei's group found the redheaded girl after she ran away from Mikado's home. Celty asks the redheaded girl for her name, and she replies, 'Celty'. Celty then makes a grandiose entrance into the middle of the crowd and takes out Namie's bodyguards. Celty defends Mikado from Seiji's attack. The redheaded girl appears and reveals who she is to the three. Mika had survived Seiji's brutal beating after discovering the stolen head, and she was given the choice of having her face reconstructed to that of Celty's, by a surgeon who revealed Celty's name to her. Also, Namie made her take drugs, in order to erase her memories, which is what caused her amnesia. Thus, Celty's head is still in the possession of Yagiri Pharmaceuticals. Celty then realizes that Shinra was the surgeon responsible for operating on Mika's face. She confronts him, and he reveals that he kept the secret from Celty out of fear of losing her. Celty forgives him. In the aftermath of the meeting of the Dollars, Seiji accepts Mika as his girlfriend for the time being. Celty accepts and enjoys her own existence, even though she has not yet found her head. It is revealed that Izaya was the one that sent Mika messages on her phone, he knew that Namie had sent her bodyguards to Mikado's home before they got there, and he told Mika to run away from Mikado's home. Izaya reveals that Celty's head is in his possession, and tells Namie that he believes in a Nordic mythological theory involving Celty; he believes that Celty is a valkyrie, an armored female angel who guides the soul of a fallen warrior to Valhalla, and that the reason Celty's head is asleep is because it is not on a battlefield. He wishes to be the warrior that Celty chooses, but in order to do so, he needs to start a war that only he can win.

Shuji is knocked out cold by Shizuo, and Celty confiscates Shuji's knife. Celty shows the knife, which she believes to be Saika, to Shinra. Meanwhile, Anri is visited by Haruna Niekawa, Shuji's daughter. Haruna reveals that, in the past, she and Nasujima were in love with each other, but Nasujima rejected her one day. Haruna says that she forgives Nasujima, because she loves him, but decides to kill Anri for taking Nasujima's love. Celty and Shinra realize that Saika wants to show its love to people, but since it is a blade, the only way it knows how is by using the body of whoever possesses it to slash them. They also realize that Shuji's knife is just a regular knife. It is revealed that Saika can control people it slashes, who become 'children' of Saika, and influences them to slash other people, creating more children. They are all controlled by the 'mother', Haruna. Haruna also reveals that she previously had her children try and kill Anri on multiple occasions, but they failed, so she is there to do the deed herself. Celty learns that Saika is after Shizuo, and that Saika is waiting for Shizuo at South Ikebukuro Park. She finds Shizuo and picks him up with her bike. Nasujima visits Anri's house, but runs off after seeing Haruna. Haruna goes after Nasujima, and leaves her children to finish Anri off. Celty and Shizuo go to South Ikebukuro Park, where a mass of Saika's children gather and profess their love for Shizuo, because he is strong. It is revealed that Saika disappeared five years ago, and Shinra speculates that it is because someone managed to suppress it. Haruna corners Nasujima, and it is revealed that Nasujima extorted money from her and then tried to abandon her after he got bored of her. Celty shows up, and Anri reveals that Nasujima was the man whom Celty cornered before being attacked by a shadowy slasher, Anri. Nasujima runs off, and Celty takes Haruna, to have her treated by Shinra. Afterwards, Anri is put in the hospital. Izaya reveals that he sent Nasujima to Anri's house, Nasujima owed money to the Awakusu group and tried to get the money by extorting Haruna's parents, the Awakusu group sent Nasujima to Izaya so that Nasujima could get information on Haruna's family, he intentionally let Nasujima steal a suitcase of cash from him (which is what Celty was collecting from Nasujima), he knew that Haruna was Saika, and he was originally planning on threatening Nasujima for taking his money and using Nasujima to blackmail Haruna. Izaya's intentions were to break the city down into three factions (the Dollars, the Yellow Scarves, and Saika's army), in order to set up a battlefield to awaken Celty's head. Things did still go the way that Izaya wanted, the only difference being Anri leading Saika's army instead of Haruna. She orders Saika's children among the Yellow Scarves to stop any conflict they witness between the Yellow Scarves and the Dollars. However, Anri is seen talking to members of the Yellow Scarves just before they start acting strange, and so Masaomi and the Yellow Scarves believe that Anri is hypnotizing them. They also realize that she is the girl who was spying on them. Hōrada and a few other members of the Yellow Scarves find and surround Anri, and are taking her somewhere; members of the Dollars, who are witnessing the event, post about it on the Dollars' online forum, which Mikado is viewing. He realizes that the girl is Anri.

Kasuka hosts a TV show in Ikebukuro, looking for the cutest couple in the district. Shinra tells Celty that Kasuka is Shizuo's younger brother, and that Izaya has two younger twin sisters, Mairu Orihara and Kururi Orihara. Someone issues Kasuka a death threat. When he approaches Kasuka with a knife, Shizuo throws a billboard sign at him, knocking him out. Izaya reveals to Shizuo that the person threatening Kasuka was recently dumped by his girlfriend, a Kasuka fan, and that he convinced himself that Kasuka stole her from him. Izaya also reveals that he leaked Kasuka's schedule to him, and that he warned Shizuo about him; Izaya did all of this to mess with Shizuo. The two start attacking each other, and are caught on camera. Several gang members, who were previously attacked by Shizuo, see Shizuo on TV, and they see this as an opportunity to get revenge. Izaya leads Shizuo onto a street, where Shizuo gets hit by a truck, knocking him out. The gang members gather around him. Shizuo gets up, unharmed, and his and Izaya's continued fight inadvertently gets the gang members to start attacking each other; however, Celty uses her powers to round up the gang members. Kuzuhara and the police show up, prompting Celty to drive away.
