Biography
He was born in Buenos Aires,[3] son of the perpetual regidor of the city Don Gregorio Ramos Mexía and Doña María Cristina Ross del Pozo Silva, belonging to a family of Scottish and Creole roots.[4]
He possibly studied in Buenos Aires and Chuquisaca, where he got his accountant degree. He began to work in the Buenos Aires Cabildo towards the beginning of the 1790s, serving as Contador Ordinario (accounting officer) of the Court of Auditors.[5]
He and his family had an outstanding political performance in Buenos Aires, participated in the defense and reconquest of the city against the English,[6] and supporting the dismissal of Baltasar Hidalgo de Cisneros as viceroy of the Río de la Plata, during the Open Cabildo of May 22, 1810 (May Revolution).[7]
Hilario Ramos Mexía performed minor tasks in the Court of Accounts until 1811, when the Junta Grande appointed him to occupy the position of Contador Mayor of the Court of Accounts of Buenos Aires in substitution of Ramón de Oromi.[8]
