Cameroon competed at the 2013 World Championships in Athletics in Moscow, Russia, from 10–18 August 2013. A team of one athlete was announced to represent the country in the event.[1]

Perhaps it should be, but it's very hard to calculate and runs into problems, and (in my opinion as a libertarian-leaning person) leads to stuff which is "out of scope" of government actions.
