In Qin times the area was organized as Gaonu County within the Shang Commandery.[6]

In April 1935, the Chinese Red Army established Yan'an County (延安县) in Northern Shaanxi, and eventually took Yan'an's urban center, which lies within today's Baota District, in January 1937.[6] The Communist Party then made Yan'an the administrative seat of the Shaan-Gan-Ning Border District.

In February 1949, the greater Yan'an area was re-organized as Yan'an County and Yanchang County, and in March, Yan'an City was merged into Yan'an County.[6] In May, the capital of the Shaan-Gan-Ning Border District was moved from Yan'an to Xi'an.[6]

In February 1972, Yan'an City was re-established as a county-level city, and in August 1975, Yan'an County was merged into Yan'an City.[6]

In November 1996, Yan'an was upgraded to a prefecture-level city, and what was previously Yan'an City was changed to Baota District.[6]
