Anghel Nour
Anghel Nour was a Bessarabian politician. He served as the first mayor of Chişinău between 1817 and 1821.[1]

Biography
Angel Nour was born in a family of Moldavian small-local nobles.[2] He participated in the Russo-Turkish War (1806–1812), representing the Russian Empire, has grew to the rank of captain.
In 1817, for the first time, the elections to the Chișinău City Duma were held. At meetings of the Moldavian, Russian, Bulgarian, Greek and Jewish societies, one representative was elected.[3] The first mayor was elected by the Duma - the "Moldavian service captain" Angel Nour.[4]
Belonging of the mayor to the nobility had a great impact on Chișinău development and the Bessarabia nobility, represented by Dimitrie Rîșcanu, the first leader of the Bessarabia’s nobility, and the governor of Bessarabia, Scarlat Sturdza, have provided the support for the economic undertakings carried out by City Duma.
He was actively engaged in the improvement of Chișinău, which received the status of a city in 1812.
During 1818-1819, the first entertainment venues were opened - the city casino and the "Green Tavern" restaurant, and the first large mansions were built in the city center.
