High Council

The High Council was a group of librarians from the Great Storm Chamber Library. It consisted of the Council of Three and several other librarians in high positions, among them Alquix Venvax.

Role in Vox

Having learned of the Dark Maelstrom threatening to destroy Undertown, Cowlquape Pentephraxis proposed to leave the Sewers of Undertown and move to the Free Glades. A heavy discussion flared up, but after Varis Lodd spoke out in favour of leaving Undertown, a broad majority of the librarians fled to the Free Glades in what was later to be called the Third Great Migration.
