imported or copied photos and videos show incorrect date taken in windows 8.1

I've been using Dropbox to store my pictures and videos for the past 3 years, various tools ranging from direct copy / paste from the SD card, import using Camera and Scanner Wizard and most often using FastStone Image Viewer (which doesn't seem to import videos).

I bought a new computer with windows 8.1 and downloaded the same software that I had previously been using on other computers.

Noticed that in my Dropbox folders containing my photos, that at the first folder level, all of the "date taken" seemed to have been changed to one specific date...

Just recently tried to copy / paste videos from SD card to folder on desktop and noticed that the date taken was changed to the date I actually copied the files over.

Have tried contacting MS and Drobox...both blame each other for the issue...yet this article http://support.microsoft.com/kb/951173 implies that at one point this was a problem but with Windows Live

Anyways, anyone else noticing the same behaviour? or can shed some light on this? Maybe I'm doing something wrong?

tried also using autoplay on sd card, with option to "import photos and videos to Dropbox" directly which solves the problem except I can't seem to specify the filename format so it matches the one I have currently (thus it creates many duplicates)
