Websites not Accessible on my Network Only

I manage 3 websites, which are experiencing an odd issue that started yesterday. They seem to be inaccessible from the network in the office, but are fine from everywhere else. Actually, these sites will work, but when I access the web files through FileZilla, or the web host's FTP transfer feature, that's when it appears to make the site inaccessible to anyone in the office. If I log off of those FTP transfer things, wait about 10 minutes, the sites come back up and work fine.

I've called the web host and they say it's a local issue since it's only a problem with our network. I've called the ISP and they say they've never dealt with an issue like this before and only suggest a hard reset, which I don't have the authority to do. I assume that would mess up some other network systems depending on the modem too.

What's the deal? Has the web host's server blacklisted our IP for all the FTP requests?...if so, why would the site go back to working after I log out? What the heck is going on? HELP please? I'm about to tear out what little hair I have left.
