How do I connect to ports on my LAN in selfhosted setting?

I am tearing out what little hair I have left with this one. I am running several services on a local network PC on ports 8989, 7878 and 9117 and I am able to access them with no issues from another PC on the network.

My IOS devices (ipad pro 9.7 and iphone 8+) completely refuse however. They throw up "Safari cannot open the page because it could not connect to the server" whether I use the computername or the ip address??

I have disabled the firewall on the PC, no antivirus program running, I am using Private Internet Access but disabled that too and still the same errors.

I have checked that they are on the same subnet (255.255.255.0) and rebooted both devices, the PC and the router but still no joy! Can anyone help me with this?

The ports are also forwarded on the router (Asus R68U) and theonly way I can get access is by using NGrok so I am assuming something is blocking it but I am at a total loss as to what it could be!
