Error 0x104 in Remote Desktop Android app while connecting to Windows 10 PC via non-static global IP

I'm trying to establish an RDP connection to my own PC running Windows 10 using Microsoft RD Client app for Android.

Everything works fine when I'm connecting from a local network to a local IP (e.g. 192.168.0.2:3389).

But I'm getting error 0x104 ("We couldn't connect to the remote PC because the PC can't be found") when trying to connect via global IP address. Network Discovery is enabled for every network profile.

Given that global IP is correct, what else could be causing this problem?

Update 1

It seems that ISP is blocking traceroute to my global IP from external networks. Last hop before fail is on their IP.
