Configure Windows to route all traffic to a TAP device from a terminal

Question

I have an application which creates a TAP device on Windows and behaves like a VPN, but which is not OpenVPN-based and does not have the ability to configure routes itself, for instance. I need to a Windows machine to use this VPN for all communication except a few selected ports(DNS) and of course the local LAN. I have not been able to find a clear, current reference to how to do this using netsh or route or any of the Windows networking tools I have been familiarizing myself with. Do I achieve this on a Windows machine?
