Helicon APE on Microsoft Azure

Question

We currently have a production site running on a Windows Server 2012 R2 Virtual Machine and are using Helicon APE IIS Module to handle all of our site authentication and URL rewrites/redirects.

We are in the process of migrating the site to Microsoft Azure. Is there a way to integrate Helicon APE onto Azure PaaS now that I don't have access to a traditional Windows server environment? I've read up on Helicon Zoo as a possibility, but there is very little information/instruction on how this is done.

I would like to avoid having to convert all of our Apache-based redirect rules to IIS rules.
