XAMPP not taking PHP_INI_SCAN_DIR into account in MacOS

Setup:
MacOS 10.12.6 XAMPP & PHP 7.3.5
I set the PHP_INI_SCAN_DIR env var to a directory with my own PHP.INI but when I execute a phpinfo(), the Scan this dir for additional .ini files field is (None)
