Issue while importing CSV file, having data with double-quote(") ,to database via BIDS 2008

Trying to import a csv file from flat file source to OLE DB Destination table using SSIS 2008. The CSV has text qualifier as double-quote(") and Column Delimiter as comma (,) but there are few rows which itself has data in a particular column with one or two double quote thus while loading those rows column disposition is happening. Please provide a solution for this if any.

Important Information To Consider Before Resolution:

  1. I will have to do the solution in BIDS 2008 and cannot be solved via any upper version
  2. The process that is creating this input CSV file cannot be modified to include a different text qualifier instead of double-quote
  3. Cannot include any Unix/Linux code to go and make any change to the input CSV file
