How can I connect my TV with HDMI in windows 7?

I have a dual booted system, win 7 and win 10. How can I connect my TV with HDMI in windows 7? It does work in Windows 10, so it seems a software glitch, not a hardware one.

Maybe the better question is:

why doesn't my laptop HDMI-connect to my TV when I boot it up under Win7, but DOES HDMI-connect with it when I boot it up under Win10?

Please tell me if you need more info.

EDIT: During boot, the TVmonitor, which is a HANNspree, does not show any image when the menu is up. This is an old DOS styled menu. Not the fancy Windows 10 one. Not until AFTER the swirling dots are gone and the login photo screen comes up, do I see it on the TV.

EDIT: I tried to bring up the monitor menu, with WinKey+P. This does work under Win10, but that didn't work under Win7. Neither did it work when I used the laptops native keys for that (Fn key plus the display/monitor key. This should work the same way as in windows 10. Plug in the HDMI cable to the computer and the TV.

Go to display settings / set up displays in control centre. Click on detect displays.

If this doesn't work, reboot the computer. Then the TV. Then both.
