Protecting a worksheet but still editing the graph

How can I protect an excel worksheet but a) not have those viewing it directed to the master spreadsheet when they double click on a cell and b) allow a graph to be filtered but lock the editing of headers etc?

I should add that I have successfully protected everything but the charts and I have also been searching the internet for an answer to no avail. Perhaps I am searching the wrong keywords.

Image 1 is one of the 'dashboards' which is pulling data from a master spreadsheet (image 3). Image 2 shows the filtering option I require to still be available once the dashboard has been protected from editing. Further to this, when the dashboard is protected from editing, anyone who accesses it can double click on any cell containing data and be presented with a message advising they will need a password to be able to edit that cell, but when they click OK on the message which pops up it opens the master spreadsheet (image 3) where the data in the cell is being pulled from.

Does this make sense?
