I want to do a fresh installation of windows 10 on my pc where 8.1 is currently installed.
I have 3 partitions and want to install it in c drive with 185GB (where 8.1 is currently installed)
do I need delete ALL the 3 partitions or can I just delete and format Partition 1 or c drive and not lose data from the other two drives?

If you want clear install - remove all partitions (the whole disk space is shown as unpartitioned), then install into this unpartitioned space (installer will create all nesessary partition structure). – Akina – 2019-02-18T08:02:54.457
You do not have to delete the other 2 partitions if they have important data on them, just install to to old C partition. – Moab – 2019-02-18T14:43:39.700
