ADSL Teracom router permits only static IP connections to internet but not DHCP

I am now able to connect to internet via a static IP address on Ubuntu but the modem does not seem to allow me to get a DHCP connection. I have gone through resetting the modem several times and restarting but that does not seem to help me. I dont think there is a problem with Ubuntu as the same problem is on Windows as well. So the problem is with the modem. I have tried Teracom and Baton and both seem to have the same problem. So there is something in the configuration that I am not doing properly. Normally the modem literature says that I must connect to 192.168.1.1 to alter the modem settings. I am currently unable to access that URL. If I do a hard reset(using a pin) then the settings page is accessible. The first time DHCP is available and then afterwards when I shutdown the system and reboot only a static IP address allows me to connect to internet.

Alternatively the problem could be with the ISP(BSNL). Maybe the port at BSNL is an issue. If that is the case is there a test case I can come up that tells them unequivocally that they must fix it ?

To clarify, you're talking about DHCP between you & router, not between router & ISP, yes? – user1686 – 2016-05-20T11:15:58.657

@grawity - by router you mean modem then yes. My neighbor has a similar modem and same ISP. He is able to acquire a DHCP connection. – gansub – 2016-05-20T11:17:21.040

Well, most ADSL modems do have routing capabilities and act as a router with NAT by default. (They only become pure modems when switched to "bridge" mode.) So maybe I should've first asked whether your modem is acting as a router or not – user1686 – 2016-05-20T11:20:49.513

@grawity - I don't think there is a DHCP problem between router and ISP as my neighbor has same ISP and similar router. He has no problem. – gansub – 2016-05-20T11:33:34.037
