Seed your options with debconf
and run DEBIAN_FRONTEND=noninteractive dpkg-reconfigure keyboard-configuration
.

debconf-get-selections | ssh newhost debconf-set-selections
This shows your current settings:
$ debconf-show keyboard-configuration
