iowait can be waiting on anything io related. This includes network, USB, PCI and other devices. Try using iftop to see what your network is doing and consider removing devices from the system.

  • Also monitor /proc/interrupts file for some time. It will show signs of any i/o in your system, because i/o usually is done asynchronously via interrupts. You'll see which hardware generates interrupts and then be able to debug it more thoroughly. – Nikita Kipriyanov Oct 08 '19 at 07:05
