When it comes to monolith storage cards like microSDs, I know that it's possible to retrieve data if there's corruption using specialist software. Likewise, if there are problems with the circuitry, then a trained specialist can solder the pins and get access to the data, or just access the memory chip directly.

However, what I want to know is, if the memory chip is damaged (not just the casing but the chip itself), is it possible for someone to retrieve the data from it? For example, if someone takes a pair of scissors and cuts a microSD card, including the memory chip, into lots of little pieces and then threw them in the trash, if someone managed to get their hands on those pieces would they be able to retrieve any data on that chip?

Online I keep seeing people saying that it's impossible, or even if it is possible it would cost literal millions. But I also keep seeing companies claiming that it is possible to retrieve data in such situations? Who's right?
