The Zaitokukai was founded in 2006 by a concerned citizen going by the pseudonym Makoto Sakurai who, after having seen a TV news report about a movement supporting premium-free pension rights for Zainichi Koreans, became convinced that foreigners, particularly Koreans, were being granted special privileges not afforded to native Japanese. They are not recognized as conservatives by mainstream Japanese conservatives. They are often called Neo-Nazi groups in and out of Japan.

Former member Dairyo Kawahigashi (川東大了) has stated his wish to retaliate with nuclear weapons against the United States as a means of revenge for the atomic bombings of Hiroshima and Nagasaki.

Zaitokukai hates Koreans the most, but is essentially a group with strong exclusivity toward all races except for pure-blooded Japanese. They hate white people, too, and point to them and say, "Western savage (洋夷) go to your country!". Ironically, however, they like the West's alt-right. These are basically racialists.
