Java Edition:Permanently Powered Redstone Component
Most Redstone Components aren't supposed to be powered all of the time. However, in some certain versions of Minecraft, it was possible to do just that.
Misc.
Suspended Tripwire
When tripwire was first added in 12w22a (a 1.3.1 snapshot) to 15w47c (a 1.9 snapshot), string could be suspended by placing it on non-solid blocks, updating this string to 15w49a to 16w05b (1.9 snapshots) would delete it but would not update the tripwire meaning if powered before updating the tripwire will stay permanently powered.[1]

Comparator Hopper Connection
In 13w09b and 13w09c (1.5 Snapshot), it was possible to obtain permanently powered comparators due to a bug.[2] If you throw a stack of items into a hopper that can't take in all the items from the stack (because the hopper is full), it will correctly take in as much items as it can - however, connected comparators won't update. Here are the exact steps:
- Place a hopper, a comparator and 15 Redstone for visualization.
- Fill 4 slots of the hopper inventory with full stacks of any block.
- Fill the 5th slot in the hopper inventory with half a stack of any block.
- Throw a full stack of any block into the hopper.
This will result in obtaining a comparator that does not update and is permanently powered. The hopper will take in half of the stack of dirt that was thrown at it, and the other half will bounce off. The Redstone signal originating from the comparator won't update, though the hopper is now completely full.
Tripwire Activation
In 14w28a (1.8 Snapshot) activating a tripwire would keep it activated even once exited, the string can also be left powered even when the tripwire hooks are destroyed.[3]

Note: Looking at a string next to a tripwire in F3 will crash your game[4] and tripwire string will always face North-South even when connected in a tripwire[5]
Detector Rail on Trapdoor
From 1.16.2 Pre-release 2 - 25w42a (present) placing a detector rail on a powered trapdoor, place a minecart on the rail, then closing the trapdoor. It will create a permanently powered detector rail.

Interrupted Power
From when redstone was first introduced in Alpha v1.0.1 untill 13w09a (1.5 Snapshot) interrupting a power source will not update blocks powering components,[6] until 11w49a (1.1 Snapshot) this was as easy as destroying the redstone powering the block.
Another easy way of doing this is placing a repeater or comparator in a water stream.
This method works for redstone wire, redstone torch, repeaters, comparator, piston, sticky piston, hopper, powered rail, activator rail and redstone lamp.
A setup create permanently powered components via interruption.
Unloading
Pre 1.0 Unloading
Before Beta 1.9-pre6 (1.0 Snapshot) unloading redstone would not update it one reloaded again, meaning if you power then unload it it'd will continue to say powered afterwards.
This works for buttons, pressure plates, detector rails, redstone torches and repeaters. Though only repeaters and detector rails will stay permanently powered as after a while the rest will revert from random ticks.

Simply activate and unload.
Redstone Torches
Activate and in the 1-tick between it losing its power and it unpowering, unload it.
Repeater
Activate and in the 1/4-ticks between it losing its power and it unpowering, unload it.

1.9 Pressure Plates Unloading
In 15w36a stepping off a pressure plate will crash[7] but once joined back it will stay permanently pressed.
From 15w37a - 16w03a (1.9 Snapshots) if a player disconnects from a server whilst on a pressure plate it will continue to stay powered permanently.

Note: Due to a bug in 15w43a[8] and 15w40a[9] it is impossible to join a server.
1.14 Unloading
To do: In the bug report MC-140985 other components are talked about.
In 18w43c - 19w05a (1.14 Snapshots) redstone components would not update when unloaded allowing for the creation of many permanently powered components.[10]
Tripwire, Detector Rail and Pressure Plates
Simply activate then unload the chunk.
Comparator, Repeater and Redstone Lamp
By powering a component in unloaded chunks from loaded chunks then unpowering it, it will not be updated and stay powered.

Observer
By pushing a observer into a unloaded chunk as it gets powered it will stay permanently powered.

Redstone Torch
By powering a torch in unloaded chunks and then removing the power it will not update and stay permanently powered.

Placing
1.8 Placement
In 14w27a (1.8 Snapshot), placing buttons[11], comparators[12] would power them by default, creating a permanently powered button.
This also happens in 14w27a and 14w27b with fence gates, iron trapdoors, dispensers and droppers

(Note: Due to a graphical error in 14w27a buttons placed on the floors or ceilings render incorrectly[13] and comparators render backwards.[14])
1.13 Placement
In 17w47a placing a noteblock would have them automatically powered by default, creating a permanently powered noteblock.[15]
Moving Whilst Powered
Detector Rail
From Beta 1.7 - 13w09c (1.5 Snapshot) pulling a detector rail with a minecart on it will leave it powered, though will only temporarily as it will be reverted once ticked.[16]

Observer
When observers were first introduced in 16w39a - 16w40a (1.11 Snapshots), moving them whilst they are powered would leave them permanently powered.[17]

(Note: Until 16w44a observers will always claim to be powered unless updated on the sides - not face or back - or reloaded, this is false and it will not power anything.)
Target
During snapshot 20w09a (1.16 Snapshot), moving a powered target using a piston will cause that target to permanently keep it's signal strength. The signal strength will remain even after the projectile is removed.[18]

Lightning Rod
From snapshot 20w45a to snapshot 21w18a (1.17 Snapshot), if you move a lightning rod with a piston while it is being struck by lightning, it will cause that lightning rod to be permanently powered.[19] The lightning rod will keep its powered: true block state even when updated or moved by piston.
