From 18w10c (ability to waterlog blocks added) to 1.13, concrete powder could be next to any waterlogged block without converting.[1]

Obtaining

To create, first place the concrete powder and any waterloggable blocks desired next to each other. Then, waterlog the blocks. Unless the water flows out of the blocks and touches another face of the concrete powder, the concrete will not harden and will stay as powder.

Chunk savestating could be used to get waterlogged blocks next to concrete powder along a chunk boundary.

Update Suppression

Update suppressing the water source placement will create concrete powder next to any waterlogged block. Note if the concrete powder block receives any updates it will be converting.
