Antimagic Susceptibility. The swarm is incapacitated while in the area of an antimagic field. If targeted by dispel magic, the swarm must succeed on a Constitution saving throw against the caster's spell save DC or fall unconscious for 1 minute.

False Appearance. While the swarm remains motionless and isn't flying, it is indistinguishable from a stack of normal pieces of paper.

Swarm. The swarm can occupy another creature's space and vice versa, and the swarm can move through any opening large enough for a Tiny dragon. The swarm can't regain hit points or gain temporary hit points.

ACTIONS

Bites. Melee Weapon Attack: +5 to hit, reach 0 ft., one target in the swarm's space. Hit: 17 (4d6 + 3) piercing damage, or 10 (2d6 + 3) piercing damage if the swarm has half its hit points or fewer.

Swarms of tiny papery dragons commonly found in places where large stacks of paper are common, like the workplace of a reeve. When they animate, the pieces of paper fold perfectly into draconic forms and bite at opponents with a mass of papery fangs.

Constructed Nature. A swarm of paper dragons doesn't require air, food, drink, or sleep.

gollark: Not really.
gollark: Anarchoprimitivism, but also a giant space god floats above the planet randomly striking people with lightning.
gollark: Or, well, not all the time.
gollark: You still need people to get food and stuff! You can't have everyone go in torture chambers!
gollark: A brutal totalitarian dictatorship ruthlessly optimizing for suffering could probably work better.
